It is completely reasonable to ask if the work was authorized. Clearly there has been unauthorized removal of roots on that trail in the past, and there is no place that the trail boss posts his up coming agenda for all to see, nor is it needed. Sometimes in the message on the SWAMP E group you might get a hint of what is planned, but not everyone that is on that is on this forum. If we don't see messages like this how will we know if someone does something unauthorized.....Who would bother to say if they are going to get shouted down everytime they do say something?
Every damned time someone says something about a trail, someone has to say something like 'if only you came out to trail days'. That is one of the most devisive statements that you could make. How does that encourage others to come out? In addition to that, you have no idea how much volunteer time is put in by others that is not listed in the trail work section. If you are a paid member of the club, that is a contribution too. You do NOT need to come out and dig in the dirt to have an opinion.

That said, I am, and always have been a proponent of leaving the trails as difficult as possible. The work that was done on heartbreak ridge was intended to fill in the spots that have eroded over the past couple of years. In a couple of months when we have some rain again (hopefully) some of the smoothness will be washed out.
