I'm forwarding this to my g/f. She's a Vet Tech with a cat who was thinking about getting a small dog to keep it company while she's at work.

Petharbor.com allows you to search for lost pets by zipcode and pulls the records of a bunch of different pet rescue places as well as animal services.  If it really is someone who wants the dog back they should have posted it someplace.  Also, craigslist has a pet section and they put lost dogs in there all the time.
