I was just riding in Oregon last month. You want to know what they ride when it rains all the time? Either logging roads that are trashed anyway, certain trails that hold up to rain or they don't ride at all. Many of the trails are closed during the rainy season. The problem with riding the trails around here when it is wet is that it creates a rut. On a downhill slope, that rut channels water which accelerates the erosion.

trails here suck in that they will always require work.  The rain does it as much as the people.  If you go home with a bunch of dirt caked on you or the bike, you stole trail.  it happens all the time, just make sure you give it back.  go to a work day someplace, it is always fun anyway and you meet cool people.  my opinion for mud and sand is low bridges everywhere.  sand bridges would be awesome.
