Electric bikes on our trails???

Last Sunday I saw for the first time a guy on an electric bike at Boyette.
What's the situation regarding these bikes? Are they permitted on our local trails? Is it likely that we (the public) will lose the privilege of riding our non-motorized bikes on "our" trails if electric bikes become more common place, like what is already happening elsewhere in the country and the world for that matter?
The rider of that bike was clearly in great shape and was not riding that particular bike because he had a handicap of some sort. There was no doubt to everyone who saw it that this was for show and reaction factor.   

I am not sure how to react, but my initial gut feeling is very negative...
